LA HABRA CITY SCHOOL DISTRICT (LHCSD) SCHOOL BOARD
RESOLUTION NO. ____
WHEREAS, the US Constitution gives all people Freedom of Speech, as specified in the Bill of Rights;
WHEREAS, in the United States, the First Amendment protects freedom of speech for all;
WHEREAS, the First Amendment was adopted on December 15, 1791 as part of the Bill of Rights;
WHEREAS the first ten amendments to the United States Constitution, called the Bill of Rights, provides constitutional protection for certain individual liberties, including freedoms of speech, assembly and worship;
WHEREAS, it is the right of every parent/guardian, regardless of the nature of their concern or complement, to invoke their Freedom of Speech and speak freely at LHCSD public school board meetings,
WHEREAS, the District welcomes and supports all comments;
WHEREAS, the District has a responsibility to ensure that all community members who reside within its boundaries, regardless of parental/guardian status, shall feel safely welcomed to address the LHCSD school board;
WHEREAS, parents/guardians opinions are valued by the LHCSD school board; AND
WHEREAS, parents/guardians are often the primary sources of support, resources,
and information to assist and support students and student learning, which includes their
emotional health;
WHEREAS, therefor parent/guardian and all community members’ input is of greatvalue and assistance;
NOW, THEREFORE, BE IT RESOLVED that the La Habra City School District (LHCSD), welcomes all comments made respectfully to the LHCSD school board, following public comment guidelines, { to follow District Policy ___, attached to and incorporated in this Resolution,} to ensure the District meets ts duty to provide all community members the opportunity to share both their concerns and their complements;
BE IT FURTHER RESOLVED, that the Board declares the District to be a Safe Zone for its parents/guardians, and all community members, meaning that the District is a place for parents/guardians and all community members to feel welcomed and encouraged to share their ideas publicly at the LHCSD school board meetings’ public comment period;
